Downtown Action Plan

About the Project

At its April 16, 2019 meeting, the City Council awarded SWA Group, a landscape architecture and urban design firm, with a contract to prepare the Downtown Action Plan (“Action Plan”). The sub-consultant team of Fuscoe Engineering and Dudek provide expertise in the areas of civil engineering and arboriculture. The Action Plan is an action item of the Landscape and Scenic Highways Element. 

The scope of work for the Action Plan includes the identification of existing conditions, an evaluation of opportunities and constraints, the creation of a plan to address downtown trees, and the drafting of a plan to make improvements to the downtown infrastructure. Specifically, the Action Plan will provide details and recommendations regarding the following: (1) hardscape design, (2) street furnishings, (3) street lighting, (4) a visual inspection and documentation of existing trees and tree wells for purposes of planning future sidewalk and street improvements, (5) locations for new public art installations and pedestrian gathering spaces, (6) landscape design, and (7) phasing and implementation. 

The concept plans were introduced at the December 3, 2019 City Council meeting, and direction received at the meeting will be incorporated into a complete first draft of the Action Plan to be presented to the Planning Commission on March 4, 2020. The Action Plan will return to the City Council on March 17 or March 31, 2020 for adoption.

Downtown Tree Inventory

  • Viewing Instructions: (1) Download Google Earth Pro (free program available here); (2) download the tree inventory file here (LDAP Tree Replacement Final.kmz); (3) launch Google Earth Pro; and (4) drag and drop the .kmz tree inventory file downloaded in Step 2 onto the globe. The map can be zoomed in and panned to examine individual trees, identified by green and red dots. Trees denoted with a red dot are proposed to be replaced during project implementation due to poor structural and/or canopy health. Click on a tree to learn about its species, condition, and more.
