The Federal Aviation Administration (FAA) has the statutory responsibility and primary mission to promote, safety, efficiency, and provide for the safe use of airspace. The FAA has the sole authority to control air traffic. Neither the City of Laguna Beach nor the State of California can regulate the altitude, speed, direction, or location of aircraft in flight.
How to Report Low-Flying Aircraft
The local FAA Flight Standards District Office (FSDO) in Long Beach addresses reports of low-flying aircraft operated in violation of the Federal Aviation Regulations, and that might endanger persons or property. Federal Aviation Regulations state the minimum altitude requirements for aircraft. To submit a complaint, call (562) 420-1755. Ask for the Operations Officer on Duty.
The FAA is a safety organization with legal enforcement responsibilities. The FAA will need facts before conducting an investigation. A brief summary of what happened, where it happened, when it happened, how it happened, and who did it (if known), will be important. The FSDO will use the information to determine if a regulatory violation occurred, and to help identify and locate the aircraft involved. Please refer to the "Help FAA Identify Unauthorized Low-Flying Aircraft" document for more information regarding the type of information needed to help identify and locate the aircraft involved.
Please remember that not all low-flying aircraft are in violation of a regulation.

The FAA's Aviation Noise Ombudsman serves as a liaison with the public on issues regarding aircraft noise. Email is the preferred way t o send your complaints at 9-AWA-NoiseOmbudsman@faa.gov. These messages can be efficiently distributed to the appropriate subject matter experts to address your concerns. If you prefer to call, their number is (202) 267-3521. It is important to provide specifics regarding your complaint, including dates and times of the aircraft generating the complaint.
Flight tracks can be checked using John Wayne's Airport's web-based aircraft flight tracking system at www.ocair.com/communityrelations/flighttracking/. Aircraft flight tracks are displayed either in satellite or street map layers and includes airline, aircraft type, and altitude.
