Pothole repairs include the patching of cracked pavement, depressions, bumps, and specific distresses on city streets. In some instances, other agencies such as the water district and utility companies are responsible for repairing potholes and other street defects resulting from their work in the streets. Quality construction and utility cut restorations, along with periodic surface treatments, significantly reduce the frequency of pothole repairs.

Potholes and other problems on Coast Highway and Laguna Canyon Road should be reported directly to Caltrans.
Management of a well-maintained street system requires a balanced program of pavement surface treatments and rehabilitation projects. The treatment used on a particular street depends on the pavement condition, construction and maintenance history, safety issues, traffic conditions, and available funds. The City of Laguna Beach has established a pavement management program involving periodic surface treatments and timely overlays that will significantly extend the functional life of our street network. Following are descriptions of the typical pavement preservation strategies used in Laguna Beach.
Streets in Laguna Beach are planned for overlays based on street conditions and the timing of underground work to be done in the project area such as sewer line rehabilitation or storm drain construction. Street overlay projects are programmed into the City's Ten Year Capital Improvement Plan and budget. The cycle allows all streets in Laguna Beach to first be overlaid. This means that severely stressed sections of the streets are removed and repaired. Curb and gutter repairs are also included in an overlay project to ensure drainage problems are resolved. Asphalt overlay projects add strength to the existing pavement and are generally applied to roadways that have a poor condition rating.
Once all streets have been resurfaced with overlay, a treatment of slurry seal, or top coating, will be applied. Slurry seal is applied to the entire pavement surface to prevent oxidation and moisture intrusion and is made up of a combination of asphalt emulsion, sand, rock and dust. Slurry seals are applied to streets that are basically in good condition with the intent to extend the pavement life and improve long-term performance.
