City Attorney services are provided through a contract with a private law firm, Best Best & Krieger, LLP. Each department's budget provides funds for legal services related to general City activities and for civil litigation in which the City is involved. The City's contract with Best Best & Krieger, LLP is for five (5) years with an option for the City Council to extend for three (3) additional years. 

The department budget includes funds for retention of other attorneys when Best Best & Krieger, LLP has a conflict of interest or when specialized expertise is necessary. It also includes funds to pay for the District Attorney to prosecute Municipal Code violations.

Megan Garibaldi is the City Attorney and Alisha Winterswyk is the Assistant City Attorney for the City of Laguna Beach as of September 11, 2023.
