The City of Laguna Beach web site contains hyperlinks (links) to external websites that provide additional information on selected topics and are provided for your reference and convenience only. The City of Laguna Beach does not control other web sites and is not responsible for their content; nor does the City of Laguna Beach's inclusion of links to such web sites imply any endorsement of the material, products, or services on the web sites or any association with their operators. Once you link to another site, you are subject to the policies of that site. The privacy policies and procedures described here do not necessarily apply to those sites as they are not under our control. The City shall maintain sole discretion over the determination of which links may be included on the City Website and reserves the right to remove any link at any time with or without cause. If the City decides to post an external link on its website, the City alone shall determine how, when, and where links are located on its website.

Links, in general, will consist of City-related programs, services, activities, policies and committees. The intent and purpose of the City website is limited to the enhanced delivery of information related to local governance. External links shall be limited to External Websites that are maintained by the following types of entities and organizations:

1. State, local or federal government agencies, local public schools, transportation agencies, or public libraries. 

2. Organizations that receive direct funding in the form of either monetary or in-kind contribution from the City to promote economic and cultural development of the City, in areas such as commerce, tourism, and arts and entertainment within the City. 

3. Companies that provide non-City utility services such as cable TV and/or internet service, waste removal and other similar companies which provide service to residents of the City. 

4. Organizations or businesses that provide a unique online tool that will assist residents in accessing information on the City website or in communicating with each other. 

5. Organizations approved by the City Council.

1. Are associated with, sponsored by or serving a candidate for elective office, or any political party or organization supporting or seeking to defeat any candidate for elective office, ballot proposal, or political position, unless (1) the link is to a website that contains only speech the City wishes to adopt as its own, as indicated by an action adopted by Council, and (2) no violation of Government Code Section 54964 (prohibiting expenditures of public funds on any communication that expressly advocates approval or rejection of a clearly identified ballot measure, initiative or candidate certified to appear on a local ballot) is reasonably likely to result.

2. Promote or exhibit hate, bias, discrimination, “adult-oriented” material or material not suitable for viewing by persons of all ages, or material with libelous or otherwise defamatory content. 

3. Violate any of the City’s equal opportunity policies. 

4. Are personal in nature and are operated by individuals. This shall include all blogs and chat groups.

1. Deny an external link application as to any person, business or organization when it is determined, following of an application, that the External Website for which application is made does not meet the criteria set forth in this Policy;

2. Deny an external link application as to any person, business or organization that fails to provide all the required information, or fails to provide truthful information;

3. Remove any external link if the nature of the External Website to which the link relates no longer complies with this policy; or

4. Revise this Policy, without prior notice, when it is deemed to be in the City’s best interest.

Entities and organizations wishing to establish links on the City Website must submit a written request (email is acceptable) that shall contain all information necessary to establish that the proposed link complies with the Policy and all information necessary to verify the facts stated. Requests should be submitted via email to the City’s Director of Finance and Information Technology.

Links from the City website to External Websites created and maintained by other public and/or private organizations do not constitute an endorsement or recommendation by the City of the third party’s website, product, service, activities, views or opinions. The City merely provides these links for the User’s information and convenience. External Websites are not under the control of the City, editorial or otherwise. The City does not make any representation about them or the information or materials available there, and disclaims any and all liability for and knowledge of their contents.

The City is not responsible for the content, quality or accuracy of any external materials referenced on or linked through the City Website. By using the City Website, the user acknowledges and accepts that the City is not responsible for any materials stored on External Websites, nor is the City liable for any inaccurate, defamatory, offensive or illegal materials found on External Websites, and that the risk of injury form viewing, hearing, downloading, or storing such materials rests entirely with the User.

When a User selects a link to an External Website, the User leaves the City website and is no longer subject to the privacy and security policies of the City.
