Services provided by the Fair Housing Council of Orange County include fair housing enforcement and education, landlord/tenant counseling, mediation and homebuyer HUD counseling which includes first-time homebuyer education and mortgage default counseling.

Fair Housing Laws

Find information regarding fair housing from the U.S. Department of Housing and Urban Development.

All states are required to comply with the federal Fair Housing Act.  The State of California extended housing discrimination laws to cover other protected groups.  The Fair Employment and Housing Act (FEHA) and the Unruh Act, along with other California state laws, prohibit discrimination in housing because of:

LBS HOME is a partnership with the City of Laguna Beach and Habitat for Humanity Orange County. The City funds up to $5,000 per project (no strings attached) while Habitat for Humanity OC makes the repairs. Laguna Beach Seniors serves as the Program Administrator and manages the confidential intake and referral into the program. Our shared goal is to help older homeowners on limited incomes make essential repairs that promote health, safety, and accessibility so they can “age in place” in the town they love.

Are you a renter?

The Orange County Housing Authority (OCHA) administers the Housing Choice Voucher (HCV) Program in Laguna Beach.  HCVs help cover the difference between the rent a lower-income household can afford and the rent a participating landlord is charging.

Find out about the Orange County Housing Finance Trust's Affordable ADU Loan Program

Share your ADU's estimated monthly rent to help the City obtain affordable housing credit for ADUs and JADUs. Complete the Estimated Rental Amount Form for ADUs and JADUs. 

Get your ADU fees refunded.  In order to encourage the use of ADUs to provide affordable housing, Laguna Beach Municipal Code section 25.17.070 allows fee refunds when a property owner commits to renting an ADU at affordable rents for at least 10 years.  Affordable ADU Agreement

The Housing Element is intended to outline goals and policies consistent with the City’s General Plan and community vision in addition to addressing State requirements and laws. The Housing Element assesses current and projected housing needs for all economic segments of the community and includes policies for providing adequate housing and action programs for that purpose.

City Council Actions

On April 9, 2024, the City Council authorized staff to pursue establishing a local housing trust fund.  On May 14, 2024, City Council provided authorization to issue letters of intent to two potential projects.  The potential projects could be awarded funds if the City is awarded a grant through the State's Local Housing Trust Fund (LHTF) program.  

California Department of Housing and Community Development

Information about the LHTF program is available on the California Department of Housing and Community Development (HCD) website. 

On April 9, 2024, the City Council authorized staff to apply for matching funds from the Local Housing Trust Fund (LHTF) Program administered by the California Department of Housing and Community Development (HCD).  HCD issued the Notice of Funding Availability (NOFA) for the LHTF Program on July 9, 2024, and began accepting applications on August 20, 2024.  On September 11, 2024, the Housing Program Coordinator submitted the LHTF Program application to HCD.  HCD’s updated NOFA calendar shows awards for the LHTF Program are anticipated in January 2025.
