Project Description
The proposed project is for the construction of a parking structure to the north of City Hall within the Village Entrance. The proposed project will preserve the existing Digester Building and Laguna SOCWA Lift Station and facilitate future development of Lot 12. The existing fuel island, located on the east edge of the site, will need to be decommissioned to facilitate the construction of the parking structure in this location.
Following the June 13, 2023, City Council direction to move forward with the next steps for a Village Entrance Parking Structure, DLR Group was selected to prepare three (3) conceptual designs along with cost estimates and feasibility analysis for a parking structure at the site. The scope of work is limited to providing sufficient data to make an informed decision as to costs and impacts associated with a preferred concept and subsequent preliminary design. This approach helps ensure a thorough evaluation process prior to moving forward with entitlement and final design. The DLR Group's scope of work includes the following:
- Cost estimating: Providing detailed cost estimates.
- Geotechnical investigation: Develop preliminary costs related to foundations and earthwork only, and with minimal site soil testing.
- Architecture: Identify finishes, amenities, and evaluating constructability.
- Environmental Considerations: Identify potential challenges or advantages associated with the concepts.
- Civil Engineering: Underground utilities verification and investigation of the water table.
- Landscape Planning: Creating conceptual landscape plans.

- City Council awarded contract to Walker Consultants for a feasibility study.
- September 8, 2020: Study Presentation
- City Council presented with Walker's findings.
- Staff directed to proceed with preliminary design, environmental, and geotechnical assessments.
- June 13, 2023: PTDMR Presentation
- Parking and transportation Demand Management Report presented to City Council.
- Staff directed to proceed with next steps for the Village Entrance Parking structure.
- August 22, 2023: Award of Contract
- City Council awarded a contract to DLR Group for professional conceptual and design services for Village Entrance Parking Structure.
CEQA Compliance
CEQA compliance for for a proposed Village Entrance parking structure will be addressed once a concept is selected and the project is determined to move forward with project entitlements.
