Utility Undergrounding
The City of Laguna Beach is supportive of utility undergrounding projects because they provide safety, reliability, and aesthetic benefits to the community. The City coordinates with residents and utility providers to create and administer the projects. The planning, designing, and implementing utility undergrounding projects can last four to six years. The following projects are in different phases of implementation and have funding mechanisms such as resident funded (assessment district), City funded, and utility funded (Rule 20A).

Woods Cove
AD 2014-2 is a proposed utility undergrounding assessment district. The district was petitioned in 2014 for portions of the Woods Cove neighborhood for the purpose of removing all utility poles and placing existing, overhead utilities underground. Balloting was completed on December 12, 2023.
Coast Highway (Agate Street – Arch Street)
UD 2019-1 is funded with Southern California Edison (SCE) Rule 20A credits and will be designed and constructed by SCE. The underground utility district was established in 2019 for Coast Highway from approximately Agate Street to Arch Street for the purpose of removing all utility poles and placing existing, overhead utilities underground.
Coast Highway (Cajon Street – Agate Street)
UD 2020-1 is funded with Southern California Edison (SCE) Rule 20A credits and will be designed and constructed by SCE. The underground utility district was established in 2020 for Coast Highway from approximately Cajon Street to Agate Street for the purpose of removing all utility poles and placing existing, overhead utilities underground. SCE is currently in the Design Phase.
Bluebird Canyon Drive
UD 2020-2 is funded with Southern California Edison (SCE) Rule 20A credits and will be designed and constructed by SCE. The underground utility district was established in 2020 for Bluebird Canyon Drive from approximately Cress Street to Saling Way for the purpose of removing all utility poles and placing existing, overhead utilities underground. The project is currently in the Construction Phase.
Diamond Street
AD 2013-2 is a proposed utility undergrounding assessment district. The district was petitioned in 2013 for portions of Diamond Street and Crestview Drive for the purpose removing all utility poles and placing existing, overhead utilities underground. Currently, the project is in the Construction Phase.
Park Avenue
UD 2021-2 is funded by the City to underground the utility poles and overhead utilities as identified in the approved Wildfire Mitigation and Fire Safety Report. The boundary of the proposed district is for a portion of Park Avenue between Wendt Terrace and a point approximately 500 feet easterly of St. Ann's Drive. The project is expected to start October 9, 2023. Completion is scheduled for January 2024.
West Street
AD 2021-1 is a proposed utility undergrounding assessment district to underground the existing overhead utilities at West Street and portions of the surrounding neighborhood. Currently, the project is in the Design Phase.
Fairview/La Brea
AD 2021-3 is a proposed utility undergrounding assessment district. The district was petitioned in 2021 for portions of Fairview Street and La Brea Street for the purpose removing all utility poles and placing existing, overhead utilities underground. Currently, the project is in the Design Phase.
