Your sewer bill covers the cost of the collection, treatment, and disposal systems coming from your home or local business.  The bill pays for water that drains from your toilet, shower, and sinks. Sewer rates are determined based on the amount of treatment it generally takes to clean the wastewater discharged.  The charges are collected with your property taxes. Laguna Beach’s sewer rates cover only the costs associated with the operation and maintenance of the city’s sewers. By law, the City cannot profit from these fees.
