Project Description

The staircase that provides public access to Moss Cove has served the community well, but the coastal climate has taken its toll on the concrete stairway. The stairs have been periodically repaired over the years, including last year's installation of a temporary wood step extension to the sand. However, continuing to repair the stairs is no longer an option; and complete replacement is required to ensure public safety and continued access for future generations.

Project Design

The City of Laguna Beach is using this opportunity to not only improve and enhance the aesthetics of the staircase but also the community's experience. The following are elements of the proposed design approach:

Approach - Careful consideration was given on how to enhance the user experience while descending towards the beach. The proposed stairway is aligned to provide a head on view of the rock formations at Moss Point.

Viewpoints - Viewpoints are proposed in various locations to provide a place for users to pause and view the natural coastal features without disrupting the path of travel for other users.

Wall Reduction - The change in the alignment of the staircase not only enhances the approach but also results in the reduction of retaining wall heights, and in some areas eliminates them completely to create opportunities to increase landscaping. 

Landscape Preservation and Native Planting Palette - Retention of the existing landscape to the extent feasible is a top priority. The design considers the existing mature landscaping along the edges of the project and is intended to minimize impacts to these areas. In areas where new landscaping is required, the proposed plant palette will consist of species that are native to the area or well suited for coastal environments.

Trash and Recycling - In addition to trash and recycling receptacles at the top of the stairs, the proposed plan adds trash and recycling receptacles closer to the beach level to encourage users to dispose of waste promptly and conveniently to ensure our beaches are left clean. 

Lifeguard Observation Tower - The project will also include the installation of a permanent lifeguard observation tower to increase the occupational safety of our Marine Safety staff while they keep our beach-goers safe. 

CEQA Compliance

On July 12, 2022, the City Council adopted the Mitigated Negative Declaration and Mitigation Monitoring and Reporting Program for the project and also approved Design Review 22-0047 and Coastal Development Permit 22-0048.

Construction

A construction contract has been awarded to Wright Construction. Construction is scheduled to begin in October 2023 and be completed in May 2024.
