The pipe that runs from your home to the City’s sewer line is called a lateral line. Neglecting your lateral line can lead to unpleasant problems and costly repairs. You can protect your home from sewer backup:
- Ensure that the only items going down your drains and toilets are human waste, toilet paper, and food from your garbage disposal.
- Sewers are not waste disposal units and are not designed to cope with modern disposable products. As a result, these items can cause blockages.
- Garbage (e.g. dental floss, diapers, flushable wipes, paper towels, etc.) that gets into the sewer through your drains may block your sewer resulting in a backup.
- Do not pour fat, oil, or grease down your drain. Grease hardens and sticks to the lining of sewer pipes eventually resulting in a blockage.
- Have your lateral line periodically inspected by a licensed plumber to be sure it’s clean and crack-free.
- As the property owner, you own the sewer line from your home to the City’s sewer line – including the part under your property.

Private Sewer Lateral Repair Program
The City offers an incentive to encourage and assist homeowners with the repair or replacement of their sewer lateral line. Homeowners are responsible for the maintenance and repair of the entire sewer lateral from the private home to the point of connection (including the connection) with the public main sewer line.
The City of Laguna Beach will reimburse up to 50% of the homeowner's cost to repair or replace a private sewer lateral, up to a maximum of $1,600 per residential parcel. This does not cover private lateral cleaning or emergency repairs.
